Homeownership applications are open for the Rose Street Neighborhood! See below for eligibility details and the link to apply. Applications of interest accepted through July 31, 2025. Lottery selection of qualified applicants will occur in August. Home construction will be completed this fall.
To qualify to purchase a CLT home in the Rose Street Neighborhood:
Household income must be below 80% of area median income for Lane County
The Rose Street Neighborhood will be your full time residence. (8 months a year)
Must be able to qualify for a mortgage.
And one or both of:
Lost your primary residence (renting or owning) in the Holiday Farm Fire.
Duplication of benefits will be reviewed: If you have or will receive Rapid Rehousing assistance or Reconstruction/Home Purchase Assistance via ReOregon HARP for 2020 fire survivors, you may not be eligible for a CLT home. Reach out to your case worker or MCLT with questions.
Currently working in the McKenzie River Valley. (Hwy 126 - milepost 19/Leaburg, OR east to the Lane County boundary)
Qualifying for each of the above (fire survivor, working locally) will get you one entry in the lottery for a maximum of two.
Application Process:
Fill out the application of interest prior to July 31.
DevNW's homeownership team will reach out to you to verify eligibility and begin getting you qualified, including but not limited to:
Verifying income and employment.
Working with lenders to get mortgage pre-qualification.
Participating in DevNW's Community Land Trust Workshop and Homebuyer Foundations classes.
Qualified applicants will be placed in a lottery, which will occur in August. Six qualified applicants will be selected randomly, with alternates. Those selected households will continue to work with DevNW to get a mortgage and get under contract.
Construction is aiming to finish by fall of 2025, with families moving in to the Rose Street Neighborhood soon after!
We are working with DevNW to screen applicants in line with Fair Housing Laws, provide resources for interested homeowners, and conduct the lottery selection process. DevNW has decades of experience with community land trust developments, and will be a neutral party to ensure a fair process for our applicants. The MCLT Board is not involved in review, screening, or selection of applicants.
There is no fee to submit an application of interest. There will be additional screening to verify qualifications before the lottery. This application is non-binding - you may remove yourself from the process at any point.

The Rose Street Neighborhood homes will provide permanently affordable homeownership opportunities for full-time McKenzie families earning less than 80% of area medium income.
Using the community land trust model, we will sell the home, not the land, to a qualified buyer. The buyer signs a 99 year lease on the land, paying a monthly land lease fee. Separating the price of land from the home price allows the home to be affordable.

The Rose Street Neighborhood is an active construction site, not open to the public. You are welcome to drive by to take a closer look at the homes, but please respect the hard-working construction crews on site and do not impede any work.
Once selected in the lottery, qualified families will have an opportunity to view the homes.
